Robert Horne is Executive Director of Health IT Now, a broad based coalition of patient groups, provider organizations, employers, and payers that supports incentives to deploy heath information technology to improve quality, outcomes, and patient safety and to lower costs. Robert joined Health IT Now in November 2015 as Senior Vice President. He works closely with organizations across the health care spectrum on ways to make the government work better for industry and patients. Robert spent almost 10 years working on Capitol Hill as professional staff, where he helped author numerous laws affecting the Medicare program, FDA, and NIH, including the 2015 law that modernized the Physician Payment system under the Medicare program, and the 2012 law creating incentives to spur antibiotic drug development.
Before joining Horizon, he served as professional staff on the House Energy and Commerce Committee under Chairman Fred Upton, handling issues including Medicare Parts B and D, FDA Drug and Device, and Health Information Technology, among others.
Prior to his work for Chairman Upton, Robert served in the office of Dr. Phil Gingrey as his senior health policy advisor where he was responsible for both the Congressman’s health care portfolio on the Energy and Commerce Committee as well as creating and leading the GOP Doctors Caucus into an effective vehicle for physician and nurse members of Congress.
He is a graduate of the Ohio State University and began his professional career as the Staff Director of the Ohio House of Representatives Health Committee under then Chairman Greg Jolivette. He left the Ohio Statehouse in 2001 in order to represent a host of health care clients and issues before state and federal legislators in Ohio, Tennessee, Kentucky, and Washington, DC before coming to Congress in 2007.
In his spare time, Robert enjoys teaching and has been a guest lecturer at Georgetown University and the National War College among others.
