Health IT Now! Coalition Supports ADOPT Act of 2009

The Honorable Phil Gingrey, MD
Member of Congress
119 Cannon House Office Building
Washington, D.C. 20515

Dear Congressman Gingrey:

The Health IT Now Coalition supports your legislation to speed the adoption and use of
health information technology (HIT) and we appreciate your leadership on this issue. Your bill,
the Assisting Doctors to Obtain Proficient and Transparent Health Information Technology
(ADOPT) Act of 2009, would expand allowable tax deductions for health care providers who
purchase health IT systems will help accomplish this goal.

One of our Coalition’s principles is to provide financial incentives to encourage the
adoption of Health IT. Your bill helps achieve this goal by increasing the deductions offered
under section 179 of the tax code for health care providers that purchase a health IT system. The
bill would raise the first year immediate equipment deduction from $100,000 to $250,000 and
increases the maximum annual total of deductible property from $400,000 to $600,000 for health
care professionals that purchase an HIT system.

Simply put, we believe HIT will dramatically improve patient safety, save thousands of
lives, and dramatically reduce health costs for consumers and taxpayers. We care because our
members represent every aspect of the health care system—we are unions, businesses,
professional associations, patient and consumer advocates, health care providers, insurers,
brokers, coalitions fighting disease, hospitals, clinics, and retiree organizations—and we agree
that America needs Health IT now. We believe providing incentives, such as the tax incentive in
your bill, will encourage adoption and use, thereby promoting quality care while saving lives and

We applaud your leadership in introducing the ADOPT Act and we look forward to
working with you to support policies that provide incentives to providers of care to adopt and use
health information technology.
